Utah Firearm Safe Rebate Program [UPDATED]

The article below was written in March 2020 about the then current Utah Gun Safe Rebate Program. While that specific program has since expired, Utah has continued to offer firearm safe rebate programs throughout the year. Most recently they offered a new gun safe rebate program in response to the 2021 House Bill 336 – Suicide Prevention Amendments, the Utah Division of Substance Abuse and Mental Health, and in conjunction with the Utah Suicide Prevention Coalition, they offered a limited, one-time rebate for the purchase of one firearm safe starting November 1, 2021 through December 31st, 2021. The rebate was valid for up to $200 of the pre-tax sales amount of your gun safe.

Utah State Gun Safe Rebate Program

I read about this Utah firearm safe rebate program and thought it was an interesting read.  Not all states have a rebate program in place like this one. If you live in Utah and are looking for a gun safe, this program is for you.

Here is information about the program.

In response to House Bill 17 – Firearm Violence and Suicide Prevention Amendments, the Utah Division of Substance Abuse and Mental Health (DSAMH), in conjunction with the Bureau of Criminal Identification (BCI), is offering a limited, one-time rebate for one firearm safe. The rebate is valid for up to 50% of the pre-tax sales amount, not to exceed $100.00.

A firearm safe is defined as:

A gun safe, gun case, lockbox, or other device;

Is designed to fully contain one or more firearm;

Has the ability to be securely locked and unlocked by means of a key, combination, or other similar means; and

Excludes glass and/or wooden gun cabinets.

This amendment supports the Utah Suicide Prevention Coalition’s “IS YOUR SAFETY ON?” campaign and its efforts in firearm suicide prevention. Eighty-six percent of firearms deaths in Utah are suicides. Utah ranks fifth in the nation in suicide deaths. Putting time and distance between a person at risk of suicide and a firearm may save a life. Together we can protect our family and friends. Important Limitations: The issue of a rebate number does not guarantee the rebate will be available. Rebates will be issued until the funding is exhausted, and will be honored first-come-first-serve, with completed and correct submissions. Rebate tracking numbers expire 30 days after the date of issue. Limit one to each Concealed Firearm Permit (CFP) applicant or holder.

Utah resident

Applied for, renewed, or currently holds a CFP

Complete online firearm safe rebate application

Have a valid email address

Rebate Process: To receive a rebate, participants must complete the following application. Participants will receive a rebate tracking number via email from DSAMH. In order to redeem the rebate, a participant must email the rebate tracking number and scanned proof of purchase in PDF format to (receipt dated no earlier than July 1, 2019) to DSAMHinvoice@utah.gov within 30 days of voucher issue date. Once proof of purchase is received and verified, participants will be issued a rebate check. Checks will be delivered to participants via USPS mail.  Please allow 90 days for processing.

About the program:

This is not an automatic system. This process is reviewed and verified manually by two individuals at DSAMH. Applications are reviewed on Mondays and Fridays. The turn around time to receive a tracking number is approximately one week. We have received feedback that our emails may be delivered to junk/spam folders. What is the process to get a rebate?

Please complete an online application by going here.  The first page is a write up of the rules and guidelines, scroll to the bottom and click on the arrow to go to the application itself.

Participants will receive a rebate tracking number via email from saferebate@utah.gov

Question: I filled out the application, now what? or I applied and I haven’t received a code?

You will receive a tracking number from saferebate@utah.gov. This tracking number helps us identify
that your application has been approved when you submit your proof of purchase.

Question: Are funds still available?

As of January 2020, over half of the funds allocated for this program are still available.

Question: I don’t have a CFP. Can I still apply?

No. Having applied for, renewed, or currently hold a CFP is a requirement of the program. This
requirement is stated in HB 17. If you have not applied for, renewed, or currently hold a CFP you are not
eligible for this program.

Question: Can my partner and I both apply?

This program is limited to one per CFP holder, not per household. We do not accept the same receipt for
the same household if the pre-tax price is less than $300.00.

Question: What kind of safe qualifies for the program?

We accept all safes as long as they meet the requirements below. A firearm safe is defined as:

A gun safe, gun case, lockbox, or other device;

Is designed to fully contain one or more firearms and ammunition for those firearms Has the ability to be securely locked and unlocked by means of a key, combination, or other similar means; and Excludes glass and/or wooden gun cabinets.

I went to the website but where’s the application?

To complete an application, please visit us here.  The first page of the application is the
program description, including requirements, limitations, etc. In the bottom right corner, there is an arrow, if you select the arrow to continue to the application.

How is the rebate amount determined?

The rebate amount is 50% off the pre-tax price, with the maximum rebate amount of $100. For example, if
you purchase a $100 safe, the eligible rebate is $50. If you purchase a $500 safe, only $100 is eligible.

Question: Do I have to buy from a certain store?

All major retailers are accepted. Purchases from Craig’s List, KSL, yard sales, etc will not be accepted.

Question: Is this program legit?

This is a legitimate program mandated in H.B. 17 Firearm Violence and Suicide Prevention Amendments,
lines 20 through 22. More information can be found here.

Question: I do not know how to make a PDF. Can I email you my receipt?

You can print a document and select “save as PDF”.  There are several phone apps available to turn photos
into PDF documents. If you are unable to convert the file to a PDF, we will also accept forwarded email
receipts.

i just purchased a gun safe from Home Depot’ with promises that i get a $200.00 rebate from the state if i mail in the appropriate paper work and receipt . i just made my application for the rebate via the my computer and also my photo of the code via my smart phone and both responded with a “error” and would not let me proceed … please respond .

Thanks for reaching out. Unfortunately, that specific gun rebate program has ended (which is why you are getting the “error” code via your computer). That being said Utah has done a really nice job with that program.

We will reach out to them this week to see if they can share us any new details about when/if they will be bringing that program back in 2022.
