The Number That Decides Everything: About 900 FPS
Understand this one concept and you can evaluate any defensive load without us.
A hollow point works by expanding — the cavity fills with tissue, the jacket peels back, and the bullet mushrooms to roughly double its diameter. That expansion does two things: creates a wider wound channel, and slows the bullet so it stops inside the target instead of continuing into whatever’s behind it.
But expansion isn’t automatic. It requires velocity. Modern defensive JHPs are generally engineered to expand somewhere in the neighborhood of 900–950 fps. Run one meaningfully below its design velocity and the hollow point often just… doesn’t open. You’ve paid premium money for a bullet that behaves like ball ammo.
Treat 900–950 fps as a useful rule of thumb, not a universal cutoff. Every bullet has its own engineering target, and expansion depends on jacket thickness, cavity geometry, bonding, and polymer tips as much as raw speed. HST, Gold Dot, and Critical Defense each have different design floors — that’s precisely why short-barrel-specific loads exist. The framework tells you which questions to ask; it doesn’t let you compute a yes/no answer from a chronograph reading. When a manufacturer builds a load specifically for short barrels, believe them over the arithmetic.

The 147gr Federal HST is arguably the best hollow point for 9mm ever made — from a full-size pistol. From a 3-inch micro-compact, it’s making about 902 fps. That’s not a failure. It’s a margin so thin that cold weather, a dirty barrel, or lot-to-lot variation could push it under.
Meanwhile the 124gr +P — a load that over-penetrates from a full-size gun — hits the sweet spot from a short barrel. The barrel changed the answer.
There’s a wrinkle worth knowing. Heavy bullets lose a smaller percentage of their velocity in a short barrel, because they started slower and the powder has already done most of its work. Light, fast bullets are the ones designed around a longer burn — cut the barrel and you get unburned powder, muzzle flash, and a bigger velocity drop than the numbers suggest. So heavy bullets aren’t automatically disqualified from short barrels; they’re just running closer to their design floor. Which is exactly why loads engineered specifically for short barrels exist.
The FBI Standard (And What It Actually Means)
Every defensive 9mm ammo article cites the FBI protocol. Few explain it, so here it is in plain terms.
The target is 12 to 18 inches of penetration in calibrated ballistic gel. Both numbers matter and both are failure modes:
Under 12 inches — the bullet may not reach vital structures, especially at an angle, through an arm, or through heavy clothing. Too shallow.
Over 18 inches — the bullet exits and keeps going. Everything behind your target is now your legal and moral problem. Too deep.
Expansion should exceed 1.5x original diameter. For 9mm that’s 0.355″ × 1.5 = a minimum of about 0.53 inches expanded.
The protocol also tests through barriers — heavy clothing, drywall, auto glass — because a bullet that expands beautifully in bare gel and plugs solid on a denim jacket is worthless. Heavy fabric fibers pack the hollow point cavity and hydraulically prevent expansion, turning your JHP into an over-penetrating FMJ.
Here’s a number that should give you pause. The Federal HST 124gr +P (P9HST3) frequently tests at 18.3 inches in bare gel — past the FBI’s 18-inch maximum. Through heavy clothing it settles to 16.87 inches, which is fine. But bare, it’s over the line. Meanwhile the 147gr standard pressure (P9HST2) averages 14.5 inches bare and 15.5 through heavy clothing — dead center, both times. This is the tradeoff nobody mentions when they recommend “124 +P for everything”: more velocity means more penetration, and more penetration past 18 inches isn’t a feature. It’s a liability behind your target.
The Loads
1. Federal HST 147gr — Best Overall (4″+ Barrels)
Who it’s for: Anyone carrying a compact or full-size 9mm who wants the load with the strongest combination of test data and real-world law enforcement record.
If there’s a consensus answer in this category, this is it. Lucky Gunner’s testing through 4-layer denim puts it at 15.24 inches of penetration with 0.606 inches of expansion — perfectly centered in the FBI window, and that expansion figure is best-in-class. It matches the 124gr HST’s expansion while doing it at subsonic velocity, which means less recoil and less muzzle flash.

The law enforcement record backs the gel data. As one shooter put it after decades of watching both: HST and Gold Dot “have been around long enough that they’ve taken a good number of them out of actual people, and the results corroborate the gel tests: they penetrate deeply and expand reliably.”

The 124gr HST and the 124gr Gold Dot are the two most widely issued law enforcement loads in the country, and that’s not an accident — federal agencies and major metro departments standardized on 124gr because of how it performs on the FBI’s barrier tests. From a 3-inch barrel it makes 1,050+ fps, comfortably above the expansion threshold, which is why it’s the safer bet than 147gr in a micro-compact.
The honest tradeoff: it penetrates deep. Testing puts the +P version at 18.3 inches in bare gel — over the FBI’s maximum. In heavy clothing it drops to a reasonable 16.87 inches. Whether that matters depends on your environment: in a crowded apartment building, over-penetration is a real concern; in a rural home, less so. Know which you’re choosing.

4. Hornady Critical Duty 135gr +P — The FBI’s Own Load
Who it’s for: Shooters who might have to defeat a barrier — auto glass, a car door, drywall — and want the load an agency picked after testing everything.
This is the load the FBI selected as its duty round, and the reasoning is instructive: they chose it specifically for barrel-length reliability and barrier performance. The FlexLock bullet uses a polymer tip that prevents the hollow point from plugging with fabric or debris, and an InterLock band that mechanically ties the jacket to the core so it doesn’t separate when it hits something hard.
At 135gr it splits the difference between the 124 and 147 — enough velocity for reliable expansion from shorter barrels, enough mass to track straight through barriers.
The honest tradeoff: Critical Duty is optimized for barriers, which means it’s built to hold together rather than open up dramatically. Who it’s for: Shooters who want a lower-recoil option that still expands reliably from a short barrel — and who don’t want +P.
Critical Defense is the civilian sibling to Critical Duty, and the difference matters: it’s tuned for soft-tissue performance rather than barriers, in standard pressure. The FTX bullet uses the same polymer-tip trick to prevent clothing from plugging the cavity.
At 115gr it’s making around 1,029 fps from a 3-inch barrel — comfortably above the expansion threshold with margin to spare. That’s the light-bullet advantage in a short gun: velocity is never the problem.
The honest tradeoff: lighter bullets penetrate less and can push past the 18-inch line when they’re moving fast, depending on the load. Critical Defense isn’t a barrier round and isn’t trying to be. But as a standard-pressure, mild-recoiling option that reliably opens from a pocket gun, it earns its place.

Winchester Ranger T-Series 147gr — The One We Can’t Really Recommend
The Ranger T-Series is the modern descendant of Winchester’s Black Talon and it’s widely regarded as one of the best 9mm defensive rounds made — “arguably the best and the most difficult to find,” as one retailer’s own listing puts it. The problem is distribution: it’s designed for law enforcement and reaches civilians sporadically, usually through police trade-ins. When we went looking, exactly one retailer had it — sold as a 250-round case on closeout. That’s a fine buy if you want a lifetime supply of one of the best loads available. It’s a terrible first purchase for someone who just needs to fill three magazines. We’re mentioning it because leaving out a genuinely top-tier load would be dishonest, not because we think most readers should chase it.

The Biggest 9mm Ammo Mistakes
Buying carry ammo and never shooting it. The single most common mistake, and the most dangerous. Guns that run flawlessly on FMJ do choke on hollow points — different bullet profile, different pressure, different feed geometry. Fifty rounds costs about $55. Do it.
Assuming every hollow point expands. They don’t. Below its design velocity, or when heavy clothing plugs the cavity, a JHP behaves like an over-penetrating FMJ. That’s the entire reason premium loads exist — they’re engineered to defeat exactly that failure.
Ignoring barrel length. The whole point of this article. The best load from a 4-inch gun can be a poor choice from a 3-inch gun. Match the ammo to the barrel, not to a headline.
Buying based on a YouTube video. Water jugs, ballistic soap, phone books, and drywall are not calibrated ballistic gel. They’re entertainment. Use published, calibrated gel testing with a stated methodology — and even then, treat it as a comparison tool.
Never rotating carry ammo. The round that gets chambered and cleared repeatedly can suffer bullet setback — the bullet pushes deeper into the case, raising pressure. Rotate your chambered round out of the carry rotation periodically rather than re-chambering the same one for years.
Buying whatever the counter guy recommends. Sometimes he’s right. Sometimes he’s moving slow inventory. Now that you understand penetration windows and expansion thresholds, you can evaluate the answer yourself.
What We Found Price-Checking (And Why It Matters)
We didn’t set out to write about pricing. Then we started comparing identical SKUs across four major retailers and found something worth telling you about.
Federal HST 147gr, SKU P9HST2S — the exact same box:

That’s a 41% spread on identical ammunition. Same manufacturer, same SKU, same 20 rounds. On a hundred rounds of carry ammo, defaulting to the wrong store costs you about $75.
We ran it again on Hornady Critical Duty (SKU 90226): $27.99 to $34.99 — a 20% spread, and once again the cheapest listing was out of stock. And on the Speer Gold Dot Short Barrel, Cabela’s didn’t carry it at all while Brownells was, again, out.
Search the SKU, not the brand. Ammo listings are inconsistent about naming — the SKU (P9HST2S, 23611GD, 90226) is the only thing that guarantees you’re comparing the same product.
A cheap listing isn’t a cheap price if it’s out of stock. Twice, the lowest price we found was unavailable. Availability-adjusted, DEGUNS won every comparison we ran, which is why our links go there.
Check for rebates. Brownells had active manufacturer rebates on both the Federal and Speer loads during our check. That can flip the math if they restock.

Practice Ammo: Buy Cheap, Buy Lots
Here’s the part of the budget people get backwards. They buy one box of premium defensive ammo, load their magazines, and never shoot it. Then they practice with whatever’s cheapest — which is fine — and assume their gun will run the expensive stuff because it ran the cheap stuff.

Most people overthink this and still get it wrong, because they’re optimizing for the wrong variable. They read that HST 147gr is the best 9mm load — which is true — and load it into a P365 without ever asking whether a 3-inch barrel can push it fast enough to open.
So: match the load to the barrel.

Then do the two things that matter more than which box you picked: run 50 rounds of it through your gun, and spend the rest of your ammo budget on practice.
